Neglected and at Risk: Uganda's 2.6 Million Elderly Face Mounting Crises

Ahead of the International Day of Older Persons on October 1, 2026, the Minister of State for Elderly Affairs, Hon. Jacqueline Mbabazi (MP), has delivered a striking media statement exposing severe systemic deficits and rising elder abuse in Uganda. Uganda's population of citizens aged 60 and above has reached 2.6 million as of mid-2026. However, official reviews against international frameworks like the 1982 Vienna and 2002 Madrid action plans reveal that Uganda’s progress requires a urgent "tripling of efforts." The Stark Realities Minister Mbabazi highlighted critical gaps threatening the survival and dignity of Uganda's elderly population saying a staggering 1.64 million households are headed by elderly persons, who carry the immense burden of caring for 5.9 million dependents—predominantly orphans and vulnerable children. She further stressed 82% of reported elder abuse perpetrators are relatives. Common violations include financial exploitation, physical neglect, and aggressive land grabbing. The minister also identified Medical Void as challenge to elderly persons. Uganda employs only one Geriatrician and four Social Gerontologists in the public sector to serve the entire 2.6 million elderly population. Furthermore, 95.5% of older persons have no health insurance, forcing those under the SAGE grant to spend over 30% of their modest allowances strictly on out-of-pocket healthcare. Roughly 99% of households headed by older persons lack friendly sit-latrines, forcing frail citizens to use physically demanding squat-pits. Despite a 10% allocation reserved for older persons under the Parish Development Model (PDM), actual access remains below 3% due to deep-seated ageism and lender biases. Government Interventions & "Dignity" Theme This year’s national commemoration will be held under the theme: "Ageing with Dignity: Strengthening Care and Support Systems." To counter these systemic issues, the government is highlighting ongoing social safety nets: SAGE Grant: Paid income support to 318,649 older persons (primarily those aged 80+) during FY 2025/2026. SEGOP Grant: Active since FY 2022/2023, the Special Enterprise Grant has benefited 18,631 individuals aged 60–79 across 2,948 groups, distributing up to UGX 5 million per group for productive livelihoods. Systemic Overhauls: The Ministry is actively developing an Elder Abuse Reduction Programme to tighten reporting and prosecution channels. The 2026 International Day of Older Persons will take place virtually tomorrow, Thursday, October 1, 2026, at State House, Entebbe. His Excellency President Yoweri Kaguta Museveni will preside over the event as Chief Guest. Due to structural guidelines, the event will be broadcast "scientifically" across nationwide television, radio, and digital media platforms. Minister Mbabazi called on families, local governments, and the press to reject ageism and treat elderly citizens not as passive burdens, but as vital custodians of the nation's heritage.
