UBOS LAUNCHES OVC REPORT, 2.9MILLION ORPHANS DONT HAVE FATHERS

Permanent Secretary Ministry of Gender, Labour and Social Development Aggrey Kibenge has commended Uganda Bureau of Statistics (UBOS) for the successful conduct of the National Population and Housing Census 2024 and its continued production of high-quality, policy-relevant data, including insights on multidimensional child poverty and deprivation.

He noted that these outputs strengthen Uganda’s capacity to plan effectively, prioritize interventions, and deliver impactful services, particularly at a time when the country is registering a progressive shift in understanding child vulnerability.

Kibenge urged Ministries, Departments and Agencies to make use of it for planning, monitoring and improve service delivery.

The OVC Monograph provides critical data to guide targeted planning and service delivery to children.As per the National Population and Housing Census 2024, children form 22.2 millions of Uganda's population, with a sex ratio of 100

Kibenge emphasized the relevance of the OVC Monograph in providing detailed, disaggregated data to guide targeted and equitable service delivery, with insights across children’s rights; survival, development, protection, and participation. 

He noted that the findings support Uganda in tracking its commitments under established frameworks such as the United Nations Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child.

 “The Ministry reaffirms its commitment to translating this evidence into action and called upon stakeholders to utilize the findings to strengthen planning, improve service delivery, and enhance outcomes for vulnerable children.,” he stated 

Dr. Moses Sichei, Unicef Uganda Chief of Social Policy representing commended UBOS on this milestone, noting that the OVC Monograph provides critical data on who vulnerable children are, how many they are, and where they are located.

He emphasized that such data is essential for monitoring commitments under frameworks like the United Nations Convention on the Rights of the Child and for informing effective policy and programming. He reaffirmed UNICEF’s commitment to supporting UBOS in strengthening data production, underscoring that without data, evidence-based policy and interventions for children cannot be achieved.

According to the latest OVC Monograph Uganda has 2.9million Orphans,29% OVC in school,21% in employment,59% children with out fathers and 1.5% of Children ever given birth to children.
