UGANDA, SOMALIA SIGN HISTORIC LABOUR DEAL TO PROTECT 20,000+ WORKERS

Uganda and Somalia have signed a bilateral labour agreement establishing formal legal protections for an estimated 20,000 Ugandan citizens employed in Somalia. Signed by Uganda’s Minister of Gender, Labour and Social Development, Gen. Henry Tumukunde, and Somalia’s Minister of Labour and Social Affairs, Prof. Salim Alio Ibro, the three-year accord aims to regulate employment and curb standard workplace abuses across the education, health, logistics, and private security sectors.
The deal concludes a mid-term review of the Uganda–Somalia Joint Permanent Commission (JPC), following Somalia’s entry into the East African Community (EAC) as its eighth member in March 2024. According to Uganda’s Ministry of Foreign Affairs, the pact addresses persistent operational challenges, including contract disputes, unpaid wages, work permit issues, and the unlawful confiscation of travel documents.

The agreement builds upon existing bilateral frameworks covering security, education, and immigration management signed during the JPC’s second session in Kampala in October 2025. Alongside the labour framework, delegates established definitive deadlines to expand private-sector investment, finance, and banking integrations.

Uganda remains a primary security partner for Somalia, having deployed the initial contingent of troops to Mogadishu under the African Union mission in 2007. Current timelines dictate a phased transition of the Ugandan People's Defence Forces (UPDF) under the newly structured African Union Support and Stabilization Mission in Somalia (AUSSOM) ahead of the August 2027 complete withdrawal deadline

Despite the introduction of these legal benchmarks, regional analysts note that the operational efficacy of the treaty remains dependent on institutional enforcement capabilities that are currently strained.
Somalia’s domestic employment regulatory framework remains underdeveloped, with notable deficits in labour inspection capacity and limited consular services abroad. Concurrently, Uganda faces ongoing regulatory hurdles in monitoring external recruitment agencies and supervising compliance metrics for its migrant workforce overseas.
Furthermore, comprehensive public data tracking the exact volume of cross-border workers between the two nations remains unavailable, complicating independent assessments of whether the framework scales appropriately to meet current field demands. Bilateral committees are scheduled to review compliance progress annually, serving as the primary metric for whether the treaty achieves systemic enforcement or functions strictly as a diplomatic instrument.

JOSEPH KABILA TAKES CONTROL OF NEW M23-LINKED COALITION IN THE DRC

Former President Joseph Kabila has officially assumed leadership of a newly formed political-military coalition, the Front for the Refoundation of the Nation (FRN). Unveiled on October 12, 2026, in the eastern city of Goma, the movement marks a major restructuring of opposition forces aligned with the M23 rebellion, directly shifting the political and military dynamics of the ongoing conflict in the Democratic Republic of Congo (DRC).
The FRN absorbs and replaces the Congo River Alliance (AFC), consolidating its political and military architecture under Kabila’s direct oversight. Former AFC leader Corneille Nangaa, alongside prominent rebel commanders, has transition into senior leadership roles within the new front.
The FRN defines itself as a unified political-military front dedicated to challenging the administration of President Félix Tshisekedi. The coalition's stated mission is to dismantle what it describes as governance characterized by tyranny, asserting that it will use all available means, including armed force, to achieve its objectives.
Despite its militant stance, the FRN announced on Thursday that it intends to honour existing diplomatic commitments, including the ongoing, Qatari-mediated peace talks with the Kinshasa government that began in April 2025.
Kabila's formal consolidation of power within the rebellion follows a series of severe international and domestic legal escalations:
Death Penalty Sentence: Congolese authorities previously sentenced Kabila to death in absentia due to his alleged operational ties to eastern insurgencies. Kabila has consistently dismissed these legal proceedings as politically motivated maneuvers.
U.S. Sanctions: In April 2026, the United States government leveled economic sanctions against Kabila, citing material support for the M23 and AFC networks.

The formation of the FRN comes amidst high geopolitical stakes in the region. While United Nations experts have historically reported that M23/AFC military command structures receive coordination from Kigali—a claim Rwanda strongly denies—the appointment of a former Congolese head of state aims to position the rebellion as a legitimate domestic political movement.
Military analysts from the Congolese research institute Ebuteli note that while the restructuring alters the coalition's internal hierarchy, it may not trigger an immediate shift in the frontlines. Heavy combat involving artillery and unmanned aerial vehicles (UAVs) persists across South Kivu following the major spring 2025 offensive that saw coalition forces seize Goma and Bukavu.

Kabila’s overt return to the political arena coincides with deepening national friction regarding the future of the Tshisekedi administration, ahead of the expiration of the current presidential term limit in 2028. However, the domestic political landscape remains fractured:
The primary domestic opposition coalitions have actively maintained distance from Kabila’s armed alliance.
Structural fracturing has emerged within Kabila's own political party, the People’s Party for Reconstruction and Democracy (PPRD), based in Kinshasa.
Diplomatic observers warn that Kinshasa may escalate domestic security crackdowns, potentially linking political dissent within the capital to treasonous support for the eastern rebellion.
The elevation of Kabila to the head of the FRN introduces a complex impasse for international mediation. It remains highly uncertain whether the Tshisekedi administration will sustain direct negotiations with a coalition led by its foremost political adversary, threatening broader U.S.-led diplomatic initiatives aimed at stabilizing regional security and securing critical mineral supply chains.

The Battle on Lake Victoria: How Uganda Stunned The Continent

A high-octane display of sports tourism and geopolitical unity exploded on the waters of Kawuku, Wakiso District, as Uganda made history by launching Africa's first-ever Dragon Boat Racing competition on Lake Victoria.
The historic three-day event, organized under the African Dragon Boat Federation (ADBF), brought together fierce continental competitors from Uganda, Egypt, Kenya, and South Africa, alongside elite special guest paddlers from Singapore and Hong Kong.
Officiating at the groundbreaking tournament, Alhaji Faruk Kirunda—the Special Presidential Assistant on Press and Mobilisation—hailed the tournament as a monumental milestone for the continent.
Museveni's Message: Deepening 70 Years of China-Africa Ties
In a keynote address delivered by Mr. Jimmy Nambiro (Private Secretary in charge of Education and Skilling at State House), Alhaji Kirunda conveyed President Yoweri Kaguta Museveni’s warm greetings to the international organizers and competing athletes.
The high-stakes regatta carries immense geopolitical weight, marking exactly 70 years of unbroken China-Africa people-to-people friendship.
"We celebrate 70 years when Africa is enjoying good relations with China, and that is something that we must uphold," Kirunda declared. "This competition is very good. This is an opportunity for us to meet, collaborate, and do many things together."
Sports Tourism and Investment Goldmine
State House heavily linked the historic Lake Victoria showdown to Uganda’s roaring tourism and investment potential. Officials emphasized that global sports events are crucial magnets for foreign capital and international travelers.
"You cannot separate sports from tourism because many people have come here to witness this sport, and that also serves as tourism," Kirunda noted, aggressively pitching Uganda as a secure, welcoming destination. "Uganda is still a vast destination for investments in many fields such as sports. This event is an avenue for people to come and visit, enjoy, and also invest."
Remarkably, the presidency also praised the high inclusivity of dragon boat racing, noting that the sport perfectly accommodates physically challenged athletes.
Uganda Positioned as Africa's Permanent Dragon Boat Hub
The stakes on the water couldn't be higher. ADBF President Ehab Gouda (Egypt) revealed that beyond the thrill of camaraderie and international friendship, Uganda is now under serious consideration to become the permanent central hub for all dragon boat activities on the African continent.
"The event gives us an opportunity to foster unity through this exhilarating sport, while promoting tourism and camaraderie," Gouda stated, showering praise on President Museveni for backing the massive logistical operation.
ADBF Secretary General Ms. Mary Lai echoed the excitement, stating the federation is thrilled to firmly plant the roots of the ancient Chinese sport into East African waters.
"We are Ready for Victory!"
The battlefield drew blood, sweat, and months of grueling preparation from the visiting nations:
•	Team Kenya: Spent two straight months in intensive training, according to representative Fredrick Ominde.
•	Team South Africa: Elite paddlers Idries Meyer and Ibrahim Abrahams arrived fueled by the spirit of China-Africa solidarity.
•	Team Egypt: Led by Captain Munir Hilmi, who praised Uganda's flawless reception.
•	International Oversight: Managed by top-tier global officials, including Chief Race Official Jason Chen from Singapore.
However, the local contingent is refusing to back down on home turf. Peter Lwanga of the Uganda Federation Dragon Team sent a stern warning to the visiting giants, revealing that the Ugandan squad has been sharpening their oars for years.
"We have been training for this event for the last two months, and we have been doing this for some good years," a defiant Lwanga declared. "The Ugandan team is highly optimistic that it will emerge victorious."

PLU OPENS QATAR CHAPTER

The Patriotic League of Uganda (PLU) has officially inaugurated its Qatar Chapter during a launch event at the Wyndham Doha West Bay.
The gathering brought together Ugandan community members, diplomats, and Regional Coordinators to establish a formal operational structure for PLU in the Gulf region.

PLU Deputy Commissioner for External Affairs Ronnie Kananura challenged the Ugandan diaspora to look beyond routine remittances and actively use their collective strength, skills, and strategic position in the Gulf to shape Uganda’s civic and socio-economic trajectory.
According to the Bank of Uganda's latest data, remittance inflows reached US$2.5 billion in 2025, equivalent to approximately 3.8 per cent of GDP, supporting household livelihoods across the country.
He emphasised that Ugandans living abroad are essential participants in national development rather than distant observers.
Local leadership was entrusted to the newly appointed PLU Qatar Chairperson, Benson Akampumuza, whose team was recognised for organising the mobilisation drive across the local Ugandan workforce.

In their addresses, the leaders credited PLU Chairman Gen. Muhoozi Kainerugaba for providing the organisational framework to engage the diaspora, as well as Secretary General Hon. Twalla Fadil for spearheading PLU’s administrative rollout across international branches.
The establishment of the Doha chapter gives PLU an organised platform in the Gulf region to drive civic engagement, protect worker welfare, and coordinate diaspora support.
The event was attended by H.E. Dr. Mohammed Kezaala, Deputy Ambassador, who represented the Uganda Embassy in Doha and pledged state support for diaspora initiatives.
UK PLU Chairman Ismail Wandera was also present, signalling PLU’s effort to coordinate its growing international network across Europe and the Middle East.
